• prison as rehab – no more is harsh, the goal is reforming inmates. Invite Norway prison officers to take early steps by their humane measures.

LIVING STANDARDS RAISED

• COST OF LIVING reduced – local farming to reduce food import bill; reverse high taxes; return of fuel subsidy are measures.
• Small business and micro enterprise promoted – 0 interest loan rates; free small business class; one time bail out; subsidized purchased assets, bring independence to poor, give competition and accomplishment.

EDUCATION REFORM

• free university – raises pool of the educated by tapping into the poor who are given opportunity. GATE program ended.
• free trade school – private ones forbidden charging a fee. The state covers costs, sets prices and reviews every 2 years.
• improve public schooling – make public equal of PRIVATE by adopting their technique.
• Finland model – adopt 3 teachers a class, 2 teach regular and the 3rd slow kids, thus paying for lessons not needed. For slow kids a councilor given. Lesser class hours and no standardized tests like SEA. Invite the Finns.
• teacher numbers – should the Finland model require more teachers than Trinidad has, invite foreign.
• Asian model – South Korea and Japan especially. As they invite foreign teachers of English, we those of (French, Spanish and Chinese for primary school standard 1 to secondary school). Kids learn FOUR languages, English inclusive. Invite from each state.
• early steps hi tech classroom – by the Asian method apply from technology in class.
• daycare – is subsidized to nil.
• School councilors and school violence – ensure are plentiful, invite foreign if needed. Ensure are no longer temporary employees. Are placed under the MENTAL HEALTH MINISTRY. MENTAL HEALTH IS CRUCIAL TO SCHOOL VIOLENCE ALONG WITH THE FINLAND AND ASIAN MODELS.

• UNIVERSAL HEALTH SYSTEM – this WORLD STANDARD makes health affordable by the state picking up the cost. In TT private pharmacy and doctors are subsidized to near nil. Prices set by the state and reviewed each 2 years to control cost. Longer term public facilities improved to match private care.
• wait times – public doctors may not keep patients waiting above 30 minutes under pain of dismissal.
• rude and negligent staff – quickly investigated and if guilty dismissed.
• free medical school – raises amount of doctors available. Any debt cleared. The state pays the cost.

« Long term » – take effect after a year and outside scope of the summary.
