I just spent weeks digging through the legislation (specifically Clause 4, Section B), and it legally removes the « segregation of duties. » That means the agency gets to be the shopper, the cashier, and the security guard for a US$12.2 Billion blank check.

Combine that with the J$35 Billion in private « Resilience Bonds, » and we are essentially privatizing our road networks. You will pay for them once in taxes, and again at the toll booth. We cannot finance public safety with private equity.
