In essence state payment for medicine and services, patients pay none or little out of pocket. Money cannot get in the way care anyplace.
Operation for TT as I see it:
- Keep the public system – improve upon it, which is to say spend to spruce up surroundings, add more services, ease overcrowding and need for overseas care by building more hospitals and specialized facilities. The goal is matching PRIVATE’S quality.
- Universal Health System implemented – the world has many variations. For TT cover PRIVATE pharmacy and doctors with public funding subsidizing most expenses. Care and medicine are cheap and HEALTH INEQUALITY no more. Rich and poor have equal access. Prices are $20 at pharmacy for things above $200; private doctors $100. REMAINING MONEY STATE PAID. Costs controlled by the state mandating prices those places can charge.
- Two tier system kept – removing private or public systems is difficult, thus the state covers each whilst ensuring equal quality and health results.
- Patient choice – money cannot determine standard of care.
- Law – the constitution only guarantees public, modify to guarantee both.
