HARD DRUG users like cocaine, afforded medical help WITHOUT jail time. Thus seen in a medical light, not a criminal one. Rehab, job placement, skill training, debt clearance, financial advice, GMI Guaranteed Minimum Income and housing are afforded as chosen case by case by authorities in place of a DRUG WAR to return people to society.

Rehab centers – can accommodate a variety of problems including alcoholism, drugs, occupational and violence. Constructed in both islands. The MENTAL HEALTH ministry shall participate.

Cocaine – Canada permits cocaine as last resort if other treatments fail – UNDER SUPERVISION, most coke users can function, the minority need serious help, many drugs banned for a lifestyle – not because out of control, the subsequent drug wars against drove the use and crime up.

Low-level non-violent offenders freed – MINOR OFFENSES are non jailable like poaching, any drug use, praedial larceny and such. Small time traffic and vehicle violations cancelled and records expunged. Selected punishable crime are DOWNGRADED. Reduces the prisoner count at BOTH Remand Yard and prison and frees up court – whose inmates are freed. Those freed – on basis of case allotted SOCIAL ASSISTANCE: like housing, job skills, debt clearance, free medical, rehab and counselling.

US Virgin islands – On Wednesday, January 18, 2023, US Virgin Islands Governor Albert Bryan Jr. (D) signed into law the Virgin Islands Cannabis Use Act (Act 8680), which allows for the legal use by adults for medicinal, sacramental, and other uses and also regulates the production, distribution and use of cannabis.
