Either foolish, greedy employer or damn both.
And I know each.
Abusing the saying unless in context of authorities living up to responsibility and ensuring citizens encompassed in:

free education private school and university for any – makes more educated people at the ready for a workforce. A path to first world.

good infrastructure.

cheap, quality health such as « universal health system » whereby the state pays most or all private pharmacy and doctors.

affordable housing for all – to say the state builds enough middle class and disaster ready ones. A home a right under law.

poverty ended – living wage an wealth share: employers forced to pay former and the state and equal amount to low and middle class citizens.

Low cost of living – food, shopping, transport and other basic needs must be comfortably in anyone’s salary. Measures include reduced tax on food, vehicles, gasoline; investing HEAVILY in agri to hasten job creation, locally grown foodstuffs and reduce grocery bills.

job creation and diversified economy – feeding into the other. State money develops industry outside the oil one: be it clean energy, computers and software research; agri research; tourism – both eco and parks; medicine factory; small electronics manufacture. Small business and micro enterprise receive generous subsidies.
Taken as a whole slashes stress, ends poverty, reduces crime. Burden is shifted from the state to the individual, who no longer has living struggles over their head. Living standards unlock it a persons potential and a wholesome society. Only THEN can one say « get up and get. »
